Generally an insurance company will require you to list all of your licensed household members; this would include your 16 year old son since he primarily lives with you in your residence. His father may be able to add him to his policy to drive his vehicles, but you would still likely need to have him on your policy since he lives with you and will potentially drive your vehicles.
