Car Insurance Question  My boyfriend had been uninsured for 2 1/2 years and just recently got insured. Now the MVA want an FR-19. I heard that they can only fine you up to one year. Is that true? We live in Maryland.

In Maryland a FR-19 is the Maryland Insurance Certification form. An eFR-19 means that the insurance company is a part of the online insurance certification program. The FR-19 form is signed by a car owner to acknowledge that the minimum vehicle liability insurance will be maintained throughout the registration period and that the vehicle will not be driven without insurance.

The MD FR-19 can only be issued by an insurance company licensed to do business in Maryland and is valid for 30 days. It should be mailed or brought to a Motor Vehicle Administration (MVA) along with the request form from the MVA.

The penalties that the MVA site lists for driving uninsured include:

  • Lose of license plates and vehicle registration privileges.
  • Pay uninsured motorist penalty fee for each lapse of insurance - $150 for the first 30 days, $7 for each day thereafter.
  • Pay a restoration fee of up to $25 for a vehicle's registration.
  • Be prohibited from registering any future vehicles until all insurance violations are cleared.
  • Have license plates confiscated by a tag recovery agent, once the registration suspension is in effect

Beyond these penalties, are the fines and penalties that may be imposed by a court of law. The penalties your boyfriend may incur for previously driving without insurance may thus include MVA and court imposed fines. Because it is a specific fine item we cannot tell you how long your boyfriend will need it. We can give you this so you can find out how long the uninsured motorist penalty fee and other fines can go on (only a year or more) contact the MD Motor Vehicle Administration.
