In California, evidence of financial responsibility must be carried at all times in a motor vehicle. Most drivers in CA maintain FR through an insurance policy with at least the minimum insurance required by the state.
Evidence of valid liability insurance must be provided when renewing vehicle registration. Insurance companies are supposed to notify the California Department of Motor Vehicles when the required coverage has been canceled and no replacement coverage has been activated. When the DMV is informed of a vehicle that does not have insurance on it, they may suspend the vehicle's registration.
If you know of someone whose vehicle is uninsured and yet it appears that the DMV has not yet been informed, you can try to report that vehicle owner. To report someone driving without insurance contact the DMV at 1-800-777-0133. They might be able to take the information or forward you onto the Financial Responsibility Unit.
The state probably already has the information you would provide them.
