Someone in another car backed out of a parking place at a store, scratched the side of my car while it was parked, and left the scene. Is that considered collision or comprehensive?

In this type of accident, a hit and run, the insurance adjuster for your insurance company should come take a look at the damage sustained and determine if it the claim will go under collision or comprehensive.

Collision coverage can cover damage to your car when your car hits, or is hit by, another vehicle, or other object. So if your insurance company determines that the scratches are by something colliding with your vehicle it may fall under your collision coverage.

If instead the insurance adjuster investigates and determines that the scratches could have been done in another way, it may fall under vandalism or other parts of your comprehensive coverage.

Insurance companies can differ on their specific definitions of what is under collision and what is under comprehensive portions of the policy, so check over the terms of your policy as well as discuss the damages with your insurance company to find out exactly which physical damage coverage this will fall under.
