The state which you received your speeding ticket in, South Carolina, and your home state of Illinois are both members of the Drivers License Compact. This means that the SC courts or DMV will report to the Illinois Secretary of State Driver's Services division this speeding citation.
The drivers section of the IL Secretary of State site does not mention specifically that out of state tickets are put on your driving record but Title 92, Chapter II, Section 1040.20 of the Illinois Administrative Code is the Illinois offense table. Here it notes that all out-of-state convictions are to be considered and to be coded exactly as Illinois Vehicle Code violations with the exception of the first digit which shall be an “8.”
From the Administrative Code information we surmise that of state moving violations will be added to your Illinois driving record and assigned points. In Illinois for going 11-14 MPH above the speed limit it is 15 points that are assessed.
Once the South Carolina speeding ticket is placed on your IL driving record your insurance company will be able to see it next time they pull your MVR. At this time it could affect your rates depending upon your insurance company's rating system.
To avoid an increase in your insurance premiums you may see if there is way to counteract the out of state ticket, such as taking a driver improvement course or traffic school. Check with your insurance company or the IL Driver's Services to see if this would help reduce your insurance rates.
