We were unable to find a new law that forbids judges, magistrates or other court officers in South Carolina from reducing point total for a moving violation by searching the Motor Vehicles section (Title 56) of the SC Code of Laws. This Code though has not been updated online since some time last year so this law may not show up until later this year for us to find.
If you want to find out about this law the judge referred to I would suggest calling the courthouse to see if a clerk can give information on the law and where you can find a copy of it. If they are unable to help, then the South Carolina Department of Motor Vehicles may be able to give you information on it.
Since your wife was unable to reduce the points by pleading with the judge, then she may want to look into point reduction from completing a defensive driving course. According to SC code of laws section 56-1-770, a driver who has accumulated points under certain circumstances can have the number of his points reduced by 4 upon proving to the satisfaction of the DMV that he or she has completed the National Safety Council's Defensive Driving Course.
It goes on to say that no person's points may be reduced more than one time in any three-year period by the method provided for in this section. Your wife may want to check with the SC DMV to make certain her offense would allow her to take this traffic school to reduce her points.
