Typically it is the premium finance that request cancellation of the insurance policy on a certain date. Then, the insurance company cancels it on that date and returns the premium to the finance company to pay off the loan.
In Florida, the home state of Carinsurance.com, the premium finance company cancels for non-payment on the date of cancellation. Then, they notify the insurer that it is canceled on that date and request a refund of premium. It is statute 627.848 in Florida that regulates this issue.
As for the insurance laws or statutes in Wyoming and Idaho, you should be able to find out this information from the insurance regulatory bodies of each state. Or you may want to search the statutes of each state's insurance laws or codes.
In Wyoming the Insurance Code is found under Title 26 of the WY state statutes. And in Idaho the Statute covering the ID Insurance Code is under Title 41.
