California is a part of the Drivers License Compact (DLC) which requires member states to report to other member states traffic violations their licensed motorists received out of state. Massachusetts is not a member of the DLC, however this does not mean that they will not inform California of your speeding citation.
Massachusetts has decided to share driving records and violation information with other states. If California is one such state then the CA DMV would be informed of the MA traffic violation once you are convicted of it. This is usually after you plead guilty and send in your fine.
According to the California Department of Motor Vehicle's, if another state reports an out of state moving violation to them they will place it on your CA driving record. The CA violation point assessment list has an out of state speeding ticket listed as one (1) point on your CA driver's license.
