When you were given your revocation for the DUI it is likely that you received this from the California Department of Motor Vehicles as an administrative action taken against your driving privilege. There also could have been a revocation given to you from your court conviction for driving under the influence.
The California DMV states that your driver license will be returned to you at the end of the DUI suspension or revocation period, provided you pay (on or after January 1, 2003) a $125 reissue fee to the DMV and you file proof of financial responsibility. The reissue fee remains at $100 if you were under age 21 and were suspended under the Zero Tolerance Law.
Since it appears you had more than one DUI conviction and license revocation some 10 years ago, you should check with the CA DMV to find out the exact steps you have to take in order to get your driver's license reinstated. It will likely include fees and proof of financial responsibility in the form of a SR-22 certificate.
