Both you and your step-son's father should speak to your insurance companies regarding the situation. Typically insurance follows a vehicle first and driver second. This means normally if your step-son is driving someone else's car, like his father's, and was in an accident the insurance carried by the owner of the vehicle would be primarily used and then if there was excess above that policy limits to be paid that his coverage with your insurance company would be used as secondary.
Since it sounds as if your step-son spends a portion of time with his father in West Virginia though and thus resides with him during that time, his father will need to check and see if he will need to add his son as an occasional driver for those periods when he is in visiting. If his father does not inform his insurance company of his son driving the vehicle then he might not be covered if he has an accident in the car depending upon the wording of his insurance policy and what exclusions there might be.
If his father's insurance company does not require him to be added to the policy I would still recommend that you check with your insurance company to make sure that your step-son is covered while driving his father's car in WV under your current Ohio policy.
