You stated that you live and have insurance in New Jersey so I would surmise that you are also licensed in New Jersey. If that is the case, you may be aware that New Jersey and Pennsylvania are both members of the Driver's License Compact. This means that the PA courts will report to the NJ MVC your moving violation in Philadelphia if you plead guilty and pay the fine.
Once the New Jersey Mother Vehicle Commission is informed of this out of state violation they note on their site that the violation will be added to your NJ driving record and that points will also be assessed. According to the NJ MVC they only assign 2 points for out of state moving violations though.
Typically disregarding or failure to stop for a red signal light is 3 points in Pennsylvania and failure to stop for a traffic light in New Jersey is 2 points, the same that you receive for out of state offenses.
As for attending traffic court in Philly, you may potentially be able to get the traffic ticket reduced to a non-moving violation so that there would be no points assessed by either state but that is something you would have to work out with the court and / or judge.
Before going to Philadelphia for traffic court you may want to call the clerk of the court to see if there is a way to work a deal regarding the ticket over the phone instead of needing to come to court. If you are able to do so make sure to ask if the violation will still be transmitted to NJ. If it is reported to the NJ MVC then 2 points will likely still be assigned, along with it being put on your driving record.
