It will be difficult to obtain car insurance without a valid driver's license. A person's driving record is part of the rating process and without the person having a driving record or motor vehicle record (MVR) for the insurance company to rate on.
If you have an international or foreign license or perhaps a learner's permit then some insurance companies may start an insurance policy for you and give you 30 days in which to obtain a full license. If you do not acquire the license within that time frame then the insurance would be canceled.
If your license has expired, been suspended or revoked there is typically an insurance company that will allow you to acquire insurance from them with the requirement that you obtain a valid license within a set amount of time - generally 30 to 45 days.
We do have a carrier in Florida that will allow you to purchase insurance without a valid license and then get your license within 30 days. Most of our other carriers require you to have a valid license at the time of purchase.
