It is not DMV points that affect insurance rates; it is typically the offense itself. Since the Virginia ticket will be placed on your friend's DE driving record the insurance company will likely see it next time they pull her motor vehicle record (MVR). It will then depend upon her insurance company's rating system is her rates will be affected by this out of state ticket.
