Unfortunately if you are unable to find the person that ran you off the road or if you don't have any witnesses then likely you could ultimately be held responsible for the damages caused when you hit the vehicle.
Since you do not own cars and thus do not have auto insurance, you may want to check with your homeowner's or renter's insurance to see if the terms of your policy will pay for the damages you caused to the parked car.
