It will depend upon state laws if your son would be ticketed or not if he was pulled over in your vehicle which he is basically driving without insurance. If your state requires every driver to be insured and he cannot prove that he is then he likely would be ticketed. If instead your state requires the vehicle to be insured then it not as likely that he could be cited unless there was a way for law enforcement to check and find out that he was excluded from your policy and thus the vehicle insurance is nullified for him as a driver.
It is important to remember that if you have specific exclusion on a driver on your policy that he or she will not be extended your insurance coverage if they are in an accident. Thus if your son were to be in an accident he could probably be cited for not being insured after it is found out that he had no coverages under your policy. At that point depending upon liability laws usually you as the owner of the car could be held responsible, along with your son, for any damages he may have caused another party or parties.
You may want to check with a lawyer or the your Department of Motor Vehicles to see if they can give you more information on what exactly would happen in your state if your son is pulled over operating your vehicle while being excluded from the insurance policy.
