Each insurance carrier is different in their rating factors; this includes their rates for young or inexperienced drivers. For some car insurance companies it is 3 years for others it can be 5 to 9 years that an insurance provider will term and rate someone as inexperienced.
Some carriers do not look at the date that the motorist was first licensed at all, but use their age as the only rating factor. When the age of the policyholder is the thing being looked at, typically a driver under the age of 25 is considered inexperienced.
