It would appear that California is the one requiring you to carry a certificate of financial responsibility, a SR-22. If that is the case then even if you move or relocate to a new state it is still usually the state mandating the SR-22 that dictates what you need to meet the their conditions or requirements. Due to this we would recommend finding out from the CA state agency that is requiring you to carry the SR-22 what you need in Georgia to fulfill their requirements.
In Georgia there is the SR-22A which might fulfill your needs. If this is the case, the Georgia Department of Driver Services states that an initial SR-22A filing must be paid in full for a period of 6 months, after the first 6 months the DDS will accept a premium financed SR-22A - if certain provisions are met.
After finding out for certain what you need in Georgia to fulfill your California insurance requirements you then should be able to find out if you can obtain a policy that is paid in full for the first 6 months and can have payments set up after that or not.
When you are setting up a SR-22 in Georgia an insurance company will file the form and certify to the state that you have insurance and meet the financial responsibility requirements. You will then want to make certain that the Georgia DDS, or another state department, will inform California of you fulfilling the requirements they have placed upon you with the SR-22.
