If someone hits my car and it is no longer drivable and needs to go into the body shop for a week, is the person who hit me (or their insurance) responsible for providing me a rental car? I live in Indiana.

Insurance company policy terms and guidelines differ as do state laws. You will need to check with the at-fault party's insurance company's agent or claim department to find out if you are going to be provided with a rental car while your car is being repaired.

Most property damage liability insurance policies allow at least a certain amount (i.e. $30 a day) for you to rent a vehicle while you are without your car since it is being fixed but it will really depend upon the terms of the person's policy what you are allowed. Beyond speaking to the insurance company handling the claim you may want to see what Indiana insurance laws says about this situation, if they have any specific laws regarding rental car reimbursement, by contacting the Indiana Department of Insurance.
