All insurance rates are regulated by an insurance regulatory entity. Each insurance company files their rates and underwriting regulations with the state insurance department.
Depending on your insurance company in Minnesota, they have their rules and rates filed at the Minnesota Department of Commerce: Insurance. The agent's responsibility is to abide by those rates and rules.
An agent cannot impose rules and regulations that aren't filed. Typically, all driving record information comes from your state's driving record, not from reported tickets.
If you are unsure about an insurance agency’s credibility and/or the legal requirements then you should not keep your insurance with them. Each state’s Department of Insurance will give better information, normally you can search online for the insurance company you are placed with and find out if they are a credible company.
