Both the SR22 and the DL123 are documents required to show proof of financial responsibility. These forms show that you are carrying the minimum insurance required by the state and are financially responsible incase you cause an accident.

The rules regarding these forms are specific to each state, filing a form in one state may not meet the requirements of another state. North Carolina requires a DL123 instead of a SR22, and most companies don't offer out-of-state SR22/DL123 filings.
