If your state's Department of Motor Vehicles (DMV) or another state agency is requiring you to obtain a SR-22 in order to reinstate your driver's license then you are likely required to get this certificate for financial responsibility whether you drive for that 3 year period or not. If you do not own a car to place insurance on then a non-owners SR22 is usually required.
Typically most states that require a SR-22 will do so for the 3 year time period after you have reinstated your license. If you choose to delay the reinstatement it is doubtful that this will nullify the need to acquire the SR22 but different states do have different regulations regarding SR22s.
To find out for certain what your state DMV requires of you regarding the SR-22 and if you can avoid it by not driving for the 3 year time period of which you need to carry it, check with your DMV or other state agency that notified you regarding acquiring the SR-22.
