No, you would not normally be able to acquire insurance in both states. Usually a car is insured in the same state that it is registered in. In general though this is the same state in which the car is driven and is garaged. Since you are the owners and live in one state and the car is going to be kept in another state and operated by a different driver it may be difficult to get insurance. If your stepson is on the title of the car and could register it and insure the vehicle in Colorado it would make things easier.
If you do not want to do this, then he may see about getting his own insurance on the car, even though he does not have insurable interest on the car. Not all companies will allow this but Esurance has polices that allow for people to insure a vehicle without having insurable interest in it. Esurance will require you to have care, custody and control of a vehicle in order to be the named insured.
