We could not find that the state of Pennsylvania requires you to have insurance with only a learner’s permit but if you are a minor living with a parent, their auto insurance company may require you to be placed on the policy so that you are properly covered. If you are on your own you will still likely need car insurance coverage for yourself for whatever car you plan to get your 50 hours of behind the wheel driving experience time on.
