Normally if the other party is found to be at fault then you would call the other person’s insurance company to place a claim. The claim would go through their property damage liability coverage.
Usually it would be you, the damaged car’s owner, that would be the one to call, place the claim and discuss the repairs with the claims adjuster of the other person's insurance carrier. The next step in the claims process would be to get estimates on the damages.
Most carriers will allow you to file the claim under your physical damage coverage and pay any applicable deductible. They would then subrograte the claim, recover the money from the other party or insurance company (including your deductible).
