If you can obtain a car insurance policy with only a learner's permit will vary from insurance company to insurance company. In general, insurance companies will issue policies to people with learner’s permits as long as they obtain their regular drivers licenses within thirty to forty-five days after the policy's inception date.
If the insurance provider requests proof of your regular driver's license and you fail to provide it to them, they will cancel your policy. Also, to take out your policy, the insurance companies may require you list someone on your policy that is at least 21 years old and has a regular full valid US driver's license.

After the inception of your insurance policy with this insurance company, they will require you to acquire a regular, full driver's license within thirty (30) days. A surcharge may or may not apply.
