You may be able to start a policy with your Canadian license but most insurers would require you to get a US license, in this case from Oregon, within a short period of time (normally 30 to 45 days) for the insurance policy to remain in force.

You must get an Oregon Driver License or Instruction Permit when you become an Oregon resident, even if your out-of-state license or instruction permit has not yet expired according to the OR DOT. Since you are from Canada, your license is treated the same as one from another US State in regards to what you need to do to acquire an Oregon driver's license.
For a new resident, such as yourself, applying for an OR driver license (Non-Commercial Class C) with a valid out-of-state driver license must: obtain and study the Oregon Driver Manual and then:
- Provide proof of being a resident of or domiciled in Oregon
- Be at least 18 years of age
- Complete a Driver License application
- Provide your Social Security Number (SSN)
- Provide proof of identity and residence address
- Pass the driver license knowledge test
- Pass the behind the wheel drive test (be sure to bring proof of insurance to the drive test)
- Not have a medical condition that makes you unable to drive safely
- Not have suspended or revoked driving privileges in Oregon or any other state
- Pass a vision screening
- Surrender any valid license or permit issued by another jurisdiction
- Pay testing and issuance fees
