Are cars with L plates allow on the motorway?

It depends on the locale of the L-plate, to determine which restrictions are set.

We have found that L-plates exist in Australia, United Kingdom (except Wales where a D-plate may be used in place of the L-plate), Republic of Ireland, India, Hong Kong, Norway, Singapore, Malaysia,New Zealand, Switzerland, Macau, Slovenia, Spain, British Columbia, and Canada.

The USA does not use L-plates.

Typically, as a learner or provisional license holder you cannot drive on the motorway and when you can it is restricted. Some drivers find L-plate drivers to be a nuissance because of their speed restrictions. It is advised that you learn properly before driving on the motorway, if you are allowed on the motorway in your jurisdiction.

An L-plate is typically restricted to a maximum speed of 45MPH to 50MPH (80 km/h).
