Since your insurance was not in force at the time of the accident you cannot make a claim against your collision coverage. Even though you were uninsured at the time of the accident in most states you can still place a claim against the at-fault party's property damage liability insurance for the damages they caused to your vehicle.
You were not given the insurance information of the at-fault part at the accident scene so hopefully if you contact the person that hit you they will give you their insurance information or make other arraignments to pay for the repairs to your vehicle.
