Arkansas Motor Vehicle and Traffic Law 27-14-701 addresses the registration requirements. Since it is a violation of the law for person to drive a car with expired tags (registration) or for the owner to allow a person to drive a car with expired plates it is likely up to the discretion of the law enforcement officer to write the ticket to the driver or to the vehicle's owner. In your case it would appear the officer chose to ticket your boyfriend since he was driving the car at the time.
