If your vehicle was damaged by a hit and run driver you normally would need either collision or uninsured motorist property damage in order to place a claim with your own insurance company. With only liability coverages your own vehicle is not covered since liability covers other people's property that you may have caused damage to.
If neither you nor the police are able to track down the person that caused damages to your vehicle then you will have to take care of damages from the accident yourself unfortunately. To find out if Illinois has any programs that give relief to those affected by hit and run drivers try contacting the Division of Insurance Consumer Assistance Hotline Toll Free at (866) 445-5364.
