According to the Kentucky Driver's Manual the KY Transportation Cabinet’s Division of Driver Licensing keeps a record of all moving traffic violations on each driver licensed in Kentucky. These records are based on reports of traffic convictions, forfeiture of bail, or payment of fine, with or without court appearances, which are forwarded to the Division of Driver Licensing by the courts throughout the United States.
Assignment of point value to various offenses is made to impress upon drivers that their driving records are being monitored, and unless they comply with traffic laws, they may develop a bad driving record, which could lead to the suspension of their driver’s license.
So even though a speeding ticker for going over the speed limit by 10 mph or less is not assigned points it seems as if the KY Division of Driver Licensing will have it listed on your husband's driving record.
If this was your husband's first ticket and since it was for only 10 over the limit your premiums may not see a rise. It ultimately will depend on your insurance company's rating system if this speeding violation will affect your rates.
