What you are asking would not likely be possible for a couple of reasons. One is that your sister does not own your car and she lives out of state. Even if you put the car in her name it would probably still be difficult for her to add the vehicle, and you as a driver, to her policy since the car will be garaged out of state with you.
Also insurance premiums are based on many factors including the people that will be driving the car. Rates are not based solely on the name of the policy holder. In other words, the price would not be any different if your insurance policy was in some one else's name as you would still be listed as a driver on that policy. In addition, the named insured (or policy holder) should be the same as the registered owner of that vehicle. Whoever’s name the car will be registered in should purchase the insurance policy.
If you were to insure the car under your sister's name and left your name off the policy to obtain lower rates you would be guilty of fraud in the form of material misrepresentation. This type of fraud occurs when someone knowingly lies to obtain some benefit or advantage to which they are not otherwise entitled. Giving false information or not having your name on the car insurance policy would thus be illegal and if found out not only would claims be denied but the whole policy would be canceled.
