It does not appear that you were able to obtain a police report for the accident since it normally will list both driver's full information including their phone number and insurance provider information. If this was a hit and run it is still important to get a police report on the incident.
To see if you can track down the person who rear-ended you, and their insurance information by their tag or plate number check with the local police authority and/or the Maryland Motor Vehicle Administration (MVA). Either entity should be able to help you or at point you in the direction of any state agency that can. Typically, you file it with the police and they will do the leg work.
If you are unable to find out if the person has insurance or find out that the at-fault party is without insurance then you may need to place a claim against your collision or uninsured motorist property damage coverages if you have these as part of your car's policy.
If you do not have these coverages on your vehicle but do have the name and address of the person who damaged your vehicle, then you may need to file a claim against them in court so that you can seek a judgment for the cost of your repairs.
