If my car has full coverage insurance and someone hits me in a parking lot while I am not in my car. Do I still have to pay my deductible?

Yes, normally if you put a claim for your damages through your own collision coverage your insurance company will require you to pay your deductible.

State laws or your insurance company guidelines regarding a hit and run situation like this may make a difference though so check with your insurance agent to find out for certain if you will owe the deductible or not.
