South Carolina and Rhode Island are both members of the Drivers License Compact so if you are convicted of reckless driving it will be reported back to your home State of Rhode Island.
According to Rhode Island statutes the Division of Motor Vehicles is authorized to take action against the license of a RI resident if they are informed of an offense committed in another state. Likely this means that the out of state violation will be placed on your RI driving record but you should check with the RI DMV to find out for certain. The DMV should also be able to inform you if points will be assigned for the SC ticket.
If the South Carolina ticket is placed on your RI driving record then your insurance company could see the offense and depending upon their rating system your rates could be affected. To find out about your insurance provider's rating system ask your agent or contact the RI Department of Business Regulation.
