You can first report the person that is breaking the law and driving without insurance in your area of the UK by contacting your local police or law enforcement office. Normally they will take down the information you give them about the uninsured motorist or direct you to the correct government agency to report this information to.
For example in Northamptonshire the police have set up a Drivewatch freephone (toll free) hotline so that people can confidentially report someone who is driving without a licence or other relevant documents, such as insurance.
You can also report through this police hotline someone who is regularly committing a driving offence, such as driving while disqualified, drinking and driving or driving under the influence of drugs or someone who is committing or involved in vehicle crime such as taking cars without the owner's consent, or stealing vehicles or breaking into them.
The police will need certain information to help them stop the person from continuing breaking the law. The Northamptonshire police want to where the offences are being committed and when, vehicle registration details and make and colour of the vehicle if known and the names and addresses if known of the person committing the offense.
To report other offenses, such as vehicle tax offences, contact the Driver and Vehicle Licensing Agency (DVLA) directly.
If you know the individual personally that is driving without insurance you may want to remind them that it is an offence to use a motor vehicle on a road with no insurance and that they could face prosecution. There are a range of penalties, a substantial fine and points and even disqualification. The police have powers to seize and, in appropriate cases, destroy vehicles that are being driven un-insured.
