Car Insurance Question  In the state of California I was parked inside my car (in a parking space, engine off) when a woman backed into my car. Is that considered a collision? Do we both get hit with points from the DMV?

Yes, a person backing into your parked car would be considered a collision since another vehicle collided with your car. You should be able to place a claim for your vehicle's damages with the at-fault party's liability property damage coverage. If the person left the scene or is uninsured then you may need to place the claim through your own collision coverage.

It is our understanding that you only receive the 1 point (the amount assigned by the DMV for accidents) on your CA driving record if you are found at-fault in an accident. You can check with the CA Department of Motor Vehicles to make certain this is correct.
