It would appear that your CT insurance company's guidelines for the removal of a SR-22 requires the policyholder to submit a letter showing that this certificate of financial responsibility can be terminated. This is likely to help policyholders from removing their SR22 prematurely and getting their driving privileges taken away by the state for not having the certificate in effect.
When you remove the SR-22 from your insurance policy then the insurance company must notify the DMV by filing a SR-26 with them. The SR-26 is filed when an individual has: cancelled their Certificate of Financial Responsibility prior to the time required, met the required time commitment and no longer is obligated to maintain the SR-22, or the person has been terminated by the insurance company.
Once you prove to the insurance company that the SR-22 is no longer required to be held by you they should stop charging your for it. The Connecticut Department of Motor Vehicles should hopefully be able to give you the letter that your insurer is requiring.
