Texas and Massachusetts are both members of the Non-Resident Violator Compact (NRVC).The Non-Resident Violator Compact requires member states to suspend the driver’s license of those who get traffic tickets for moving violations in other states and fail to pay them.
The NRVC member states normally do not include non-moving violations such as expired inspection stickers, equipment violations such as window tinting or parking violations. A member state may choose to suspend a license of a person who does not pay an out-of-state ticket moving or otherwise, the decision being up to the individual state.
So to find out if not paying the Massachusetts parking ticket would adversely hurt your Texas driving record or cause your license to be suspended would be determined by the TX Department of Public Safety (DPS).
The fine for illegally parking by a fire hydrant in MA appears to $50 (though the amount may vary depending upon the city and jurisdiction your son received the ticket in).
