A parent or legal guardian must accompany you when you appear in front of the Clerk of Courts title office staff to have a vehicle titled in your name in Ohio. The forms are available at the Title Office.
So in Ohio yes you can get a car titled in your name if you are 17 but you will need a parent or legal guardian to sign forms with you.
