In most states an auto insurance company is allowed to rate on a person's driving record. So if a ticket is placed on your motor vehicle record (MVR) then the insurance company will see it the next time your MVR is run and depending upon the insurance carrier's rating system the ticket could affect your rates.
Normally for a speeding ticket, or other traffic violation, to be placed on your drivers history you must have been found guilty of the infraction. Generally if you pay the ticket you are pleading guilty and thus it becomes a conviction and the traffic offense is then listed on your driving record.
If the ticket is reduced then usually the reduced ticket violation is listed on your record. If the ticket is dropped or if you are found not guilty in traffic court then the violation would not be listed at all on the driving record since your were not convicted of the offense.
