The Driver's Manual for Michigan states that the Michigan Vehicle Code does not require vehicles such as go-peds and electric scooters to be registered. Some municipalities have outlawed the use of go-peds and electric scooters on roads and sidewalks.
The MI Secretary of State (SOS) site notes that if you own a moped, watercraft, or a snowmobile, you must register it with the Department of State (unless it is exempt) and display a registration decal.
So whether or not your scooter needs a title and to be registered appears to depend upon the type of scooter it is. I would recommend contacting the Michigan Department of State Information Center at 1-888-SOS-MICH (1-888-767-6424) for assistance.
