Graduated licensing systems allows new drivers to get driving experience and skills gradually. The two-step licensing process in Ontario Canada consists of the G1, G2 and then full license.
It takes at least 20 months to complete the graduated licensing process. To apply for a licence, you must be at least 16 (sixteen) years old and pass a vision test and a test of your knowledge of the rules of the road and traffic signs.
A new driver must hold a G1 licence for a minimum of 12 months before attempting the G1 road test. This time can be reduced to eight months if you successfully complete an approved driver education course.
So if you get your G1 at age 16 and take the driver education class you may be able to advance to a G2 before the age of 17 (seventeen). If you do not take the driver's course you must wait 12 months and thus would be 17 by the time you were able to attempt the road test to obtain a G2 license.
You cannot apply for the G2 as soon as you turn seventeen unless you have it has been 8 months (and you have taken the driver's course) or 12 months that you have held your G1.Thus it isn't that you turn a certain age but have held your G1 for the required length of time and passed the road test.
