State laws can differ regarding what they require to get a full license. Depending upon age and experience some states may require your partner to go through a graduated licensing process instead of trading in her European driver's license for a full state license.
As for insurance state laws can differ as well but normally it is up to the insurance company itself to determine if they will insure what appears to be an inexperience driver or not. Normally they will insure a person and do not have a set period of time that you must hold a license before you can insure a car.
Insurance companies however do usually require that you obtain a license from the State in which you are residing, turning in your international or foreign license, within a short period of time from the inception of your policy. If the drivers listed on the policy do not acquire the state license within this time period, typically 30 days, then your policy may be canceled.
