Bolivia is not a part of the United Nations Conference on Roads And Motor Transport Convention On International Road Traffic Geneva from 1949.
The United States and over 100 other countries are party to this International Convention on Road Traffic. This Convention is intended to establish uniform reciprocal privileges on matters such as drivers' permits. The agreement also requires the US and its states to allow a foreign driver admitted to the US to drive a private motor vehicle for one year on certain conditions.
Since Bolivia is not part of this agreement it is likely up to each state's and their laws if they allow international drivers from this country to drive their roadways with their valid home driver's license.
The Virginia Department of Motor Vehicles site states that if you are visiting in the U.S. from a foreign country, you may drive using your driver’s license issued by your home country. This license should be accompanied by an international driver’s license which provides a translation of your license.
This site does not list the countries that they accept licenses from if you are relocating and wanting to turn your license in for a VA one so before driving in Virginia it would be smart to contact the VA DMV to find out for certain if you can drive in Virginia with your current license and what it will take to exchange your Bolivian license for a Virginia license if you relocate there.
