The District of Columbia and New York State are both members of the Drivers License Compact so New York courts will inform the DC Department of Motor Vehicles.

Since the NYC moving violation will be placed on your DC driver's license your insurance will see it the next time they pull your motor vehicle record (MVR) and thus it could affect your auto insurance rates.
