You are correct, Georgia does not take part in the Drivers License Compact (DLC) which many other state, including Alabama is a member of. Georgia though does have other agreements with states to exchange information regarding traffic tickets their licensed drivers acquire out of state.
Sources say that Georgia does not post 14 mph or under speeding tickets on your GA driving record and the GA violation points list does not mention points for speeding citations of under 14 mph either so if your ticket in AL was for under 15 mph then likely points would not be applied. You may want to check with the Georgia Department of Driver Services (DDS) to make certain this is still true since state laws can change.
