It will depend upon if this out of state (out of country) moving violation is placed on your Washington State driving record or not.

According to the Washington State Department of Licensing (DOL) site, they keep a record of traffic infractions, convictions for motor vehicle violations and notices for failure to appear or respond to traffic citation on every driver in the state. This information that goes on your driving record is obtained by clerk of the courts and licensing agencies so it would appear that the out of state information reported to the DOL would also be placed on your WA driving record.

The Revised Code of Washington (RCW) 46.23.020 discusses reciprocal agreements. Here it states that the Washington state department of licensing is authorized and encouraged to execute a reciprocal agreement with the Canadian province of British Columbia, and with any other state which is not a member of the nonresident violator compact, concerning the rendering of mutual assistance in the disposition of traffic infractions committed by persons licensed in one state or province while in the jurisdiction of the other.

Such agreements shall provide that if a person licensed by either state or province is issued a citation by the other state or province for a moving traffic violation covered by the agreement, he shall not be detained or required to furnish bail or collateral, and that if he fails to comply with the terms of the citation, his license shall be suspended or renewal refused by the state or province that issued the license until the home jurisdiction is notified by the issuing jurisdiction that he has complied with the terms of the citation.
