You will need to speak to your insurance company to get specific details about their rating system and how it works. In general though it could be that your speeding ticket was not seen until they pulled your motor vehicle record (MVR) and by that time both the speeding ticket and HOV infraction were both placed on there so you received an insurance point for each one.
Or it might be that the speeding ticket was your first and only violation on your driving record and that according to your insurance company's rating system it does not increase rates for one minor traffic offense but after you accumulated the second ticket, the HOV citation, that your insurance company's rating system calls for both violations to be taken into account for a rate increase.
HOV violations in Virginia normally are worth 3 demerit points and stay on a VA driver's license for 3 years. Speeding in Virginia can be worth 3, 4 or 6 points depending on how fast over the speed limit you were cited for but normally speeding infractions stay on your record for 5 years. If you live in a different state you would need to contact your state's department of motor vehicles to find out how long the violations and points will remain on your driving record.
As for insurance points and how long they will stay, this again depends upon your state laws and insurance company's guidelines.
