To see if there are exceptions to the restrictions on your license at your age check with your state's Department of Motor Vehicles.
In some states there may be exceptions for school or work but these vary by state so your DMV would have the answer to your question and could advise you to what would or would not be legal regarding having passengers in your car.
For example the California DMV states that state law allows the following exceptions when reasonable transportation is not available and it is necessary for you to drive. A note is required to explain the necessity and the date when the driving necessity will end.
- Medical necessity. The note must be signed by your physician.
- School or school-authorized activity. The note must be signed by your school principal, dean, or his/her designee.
- Employment necessity. The note must be signed by your employer and verify employment.
- Immediate need of your family member. Note must be signed by your parent or legal guardian.
- Emancipated minor. No documentation is needed. However, you must have already declared yourself emancipated and provided Proof of Financial Responsibility (SR 1P) in lieu of your guarantors' signatures.
